Nights of the Dead (NoTD) for 2011 is expected to run from October 13, 2011 through November 7, 2011. As with past years, there will be a Nights of the Dead crafting vendor in home crafting societies selling special recipe books as well as some house items and charged illusion items. This year, the vendor will also be selling one mount.
Recipes are crafted with special candies that are body drops from creepy mobs - see the chart at the bottom of the page for additional candy drop information.
Somewhere near the NoTD crafting vendor in each home city, Grabby Gigglegibber will be happy to convert your assorted candy drops into candy corn. This will make it easier for storage, as well as allow you to purchase the new mount (which requires 300 candy corn for purchase).
The new recipe book for this year is Celebrations of the Dead IV. It contains recipes for: Torturous Flame, Bench of the Befallen, Broken Ark, Broken Canopic Jar, Crawling Captive, Creepy Cracked Pot, Creepy Giftbox, Dingy Giftbox, Doomed Ettin Skull, Doomed Froglok Skull, Freeblood Urn, Hanging Torturous Traps, Oversized Bone Barrier, Scratchy Hay Pile, Table of the Befallen, Chained Spider, Sinister Web Spider Banner, Creepy Candylabra, Oversized Candy Corn. (Note that at this time, the Scratchy Hay Pile has zero collision, is non-solid, and is invisible if you raise it up and look at it from below. It will get fixed to have an underside, but still no collision, but not until the next game update.)
Update directly from Kaitheel on the SOE forums: Also, the art team was able to add an underside to the "scratchy hay pile" house item. Unfortunately though, the change was not able to be done in time for NotD, nor will it include collision. The change will happen automatically, with the next Game Update (62).
Gallery-format images for these items will be along eventually.

The above recipes from all four books require the Nights of the Dead candy drops (detailed below) and tier 2 common harvestables.
In addition, the haunted house quest in Loping Plains gives you a recipe as one of the choices - a level 10 (all crafting classes), 10-charge, heirloom recipe book: "Notes on special mirrors". This book allows you to make 10 combines (yield 2 on pristine) of the Vampiric Mirror and/or Wispy Vampiric Mirror, using tier 2 resources and the Nights of the Dead candy drops. (The Wispy version looks exactly like the original Vampiric Mirror, but it is not solid in the center, allowing folks to walk through it.)
