Each of the three factions in Plane of Magic has a fluff-type vendor. The Khali'Vahla one sells furniture. The Khali'Yrzu one sells housepets. The Pakiat one sells fluff pets. You will need positive faction with the faction in question in order to purchase from them, but I do not yet have hard numbers on the actual faction amount needed. In addition, there is a merchant in the Coliseum of Valor who sells furniture that is unlocked at various stages in the signature line.

Vahla Furniture

I know I was able to purchase from this vendor with 20K faction with Khali'Vahla, but don't have anyone with lower faction to see if it unlocks sooner.

Tanagh in the Khali'Vahla faction area requires "Tears of Ro" for several of her items, as well as guild status. Tears are earned from completing missions from Valor.

Thandra, located in the Khali'Yzru area of Plane of Magic (/way 116, 582, -715) sells tradeable for varying amounts of coin and currency.

Pakiat?

Pride Pakiat sells fluff pets, not anything house item-ish. For those who are into such things, Tryl at /way -813, 132, -384 sells five fluff pets. One costs just plat, the other four cost a mix of plat and status.

Valor Furniture

Purchase of each of the furniture items in the Coliseum of Valor zone require varying amounts of different currency, and also require sig quest unlocks,. The vendor, Mohyon, is located along the outer rim of Valor, to the left as you zone in from Plane of Magic.

Tears of Ro are from completing daily/weekly missions from Valor. Planar Quintessence are from completing public quests from Valor.
