Reinforcing a Relic

While this is not a tradeskill quest, the reward has +20 to all harvesting skills, so deserves a mention here. This quest is meant for level 70+ adventurers who have completed the quest for, and still own, the Dwarven Workboots (DWB's). (Note: If your DWB's are currently a house item, you can re-examine them to turn them back into the wearable version needed for the quest.)

This quest is started from a dropped, no-trade "leather insoles" that can drop from Garanel Rucksif in the Estate of Unrest.

Examine the insoles to be offered the quest "Reinforcing a Relic", which has you bringing your old DWB's back to Hwal Rucksif in the Keep of the Ardent Needle in Antonica.

Hwal will offer you your choice of cloth, leather, chain or plate versions of the reinforced boots. Level 70, no trade (of course), +27 STR/STA/WIS, +20 to all harvesting skills. (Cloth example shown below)
