This is the sixth quest in the RoS tradeskill signature line and it picks up where Tiptoe Through the Shadows left off, with you chatting with Shoraka in Shar Vahl.
You want to learn more about the Shar Vahl, so you start asking him some questions. Rather than summarize the entire conversation, I encourage you to read the quest text in-game to learn of his memory issues that bar him from telling you much, and of the strange coincidence involving Benosch's journal (from the RoS crafting line). You offer him the journal, but before he will accept a gift from you, he wants you to be aware of the Vah Shir beliefs and traditions. Mmmmkayyy ...
Head around the corner to /way -246, 34, 96 approach the Elder Storyteller and listen to their story until your journal updates. Repeat the process with the other two Elder Storytellers in this little plaza (they have quest books over their heads so you can find them easily).
Return to Shoraka. In return for you "giving" him the book (he doesn't actually take the physical book from your inventory if you have it on you, however), he tells you he is giving you a gift of a bauble that will allow you to travel back to Shar Vahl. Yes, his memory is still a bit wonky, as he doesn't actually give you the baubles. Instead, you need to return to Hulda in the Bazaar and she will give you them instead.
If you have forgotten where she is, she is in the Bazaar at /way -116, -1, 19. You catch her up on what you've been doing, and tell her the origin of Benosch's journal. She completes your quest, gives you a Vah Shir Pride Banner house item, 3 Spirit of the Vah Shir port baubles, the virtual zone unlock for Shadeweaver's Thicket, the achievement "The Task of Tome", a bit over 3 plat, and some guild status. You are now also able to fly in the Savage Weald
