This is part of the Tears of Veeshan Crafting/Housing Preview for the expansion that was released on November 12, 2013. Please note that pricing on these items changed at launch, and this document has been updated accordingly.
This article will cover runes (purple adorns for various armor slots), war runes (purple adorns for primary, secondary, ranged, waist and cloak), and item upgraders (for specific ToV gear with yellow adorn slots) that are introduced with the Tears of Veeshan expansion.
First, however, let's discuss the new currency and the new fuel.
Eytma and Incense
The ToV expansion introduces a new currency, called draconic etyma, and a new fuel, called draconic incense. Both are heirloom. Draconic Etyma will end up in your currency tab. Draconic Incense will drop into your harvesting satchel if you have one, otherwise into normal inventory. Your friendly neighborhood fuel vendors will convert from etyma to incense and from incense to etyma, so all you really need to focus on right now is how to get those pesky etyma, because you're likely to want lots. And lots ... and lots more.
The new crafting daily from Obol Plains will award one etyma. The new crafting weekly from Falinpol will award 10 etyma. They also have a chance to drop in the chests of various ToV named mobs.
Purple Adorn Slots?
Along with these new purple adornments, of course, have to come new purple adornment slots. ToV content (including the overland solo content) awards gear containing purple adornment slots.
Recipes and Costs
These recipes are currently tradeable. They are available from a vendor in the tower in Falinpol (look for the drakota). The rune and war rune recipes can also be drops. (I do not have confirmation on the item upgrader gemstone recipes as drops, but am guessing they will not.) Individual runes can be purchased by adventurers from a rune vendor, at higher costs.
Rune Recipes: 35 draconic etyma per recipe (one rune per recipe), and 20p. War Rune Recipes: currently 100 draconic etyma per recipe (again, one rune per recipe) and 20p. Item Upgrader Recipes: 35 draconic etyma and 20p for the Glimmering Yellow Gemstone Recipe, 125 draconic etyma and 20p for the Brilliant Blue Gemstone Recipe, and 650 draconic etyma and 20p for the Deep Green Gemstone Recipe. The Superb Purple Adornment Dislodger recipe costs 75 etyma and 10p.

Purple War Runes
War runes are purple adornments for primary, secondary, ranged, waist and cloak. Some of the runes have class restrictions, some do not.
- Adamant Defiance - mage & priest only
- Adamant Resolve - mage & priest only
- Blinding Gleam - mage & priest only
- Ethernean Will - all classes
- Gossamer Deflection - fighter only
- Obfuscation - all classes
- Oracular Illumination - all classes
Removing the Adorns?
Of course, with how expensive these runes are, you are going to want to be able to pop them out of one piece of armor and place them in another, as you get gear upgrades. Enter yet another adornment dislodger type ...
Item Upgraders?
Well, this is what they're called by SOE, and I can't think of a better name for these thingamajigs, so item upgraders they are! :D I think this armor is from heroic instances, though I'm sure someone who's actually had a chance to test the heroic and raid content will set me straight "soon".
Certain gear (Cryptic - from Advanced Solo instances, and Arcane and Potent - from heroic group instances) will have colored upgrade slots that can improve the stats on the gear. Below are examples of two items with filled upgrade slots (look at the text directly under the item name). There are also two more types, Energized and Mystical, but those raid pieces won't need crafter assistance for upgrading.
So, how do you upgrade it? With specific gemstones. These gemstones can be purchased by the adventurer for draconic etyma, or can be crafted from three more recipes on the same vendor in Falinpol that sells all the above rune and war rune recipes. The crafting version requires etyma (converted into draconic incense), but tends to be cheaper in the long run than the purchased version.
While I didn't get a lot of time to poke at this, because they were removed from beta for a while, then re-added, etc., Whilhelmina has pointed me to a fabulous overview on a raiding guild website that should help
