This is part of the Altar of Malice Crafting/Housing preview.

With the release of Altar of Malice, quite a few new offerings will be found on Far Seas Supply Division merchants. In addition to the faction merchant, Koros, in one of the buildings just off the docks in the Isle of Mara, a new merchant has been added to the Isle of Refuge area of the Tranquil Sea. To find Shazra, once you arrive in Tranquil Sea, head left past the first arch, and then go left up the small hillock. (Both merchants offer the same items.)

In addition to a slew of new recipes and such for purple rune crafting, which will be covered elsewhere, there is a lovely collection of new furniture items that can be purchased with 40K faction with the Far Seas Supply Division, and Far Seas Trading Company tokens.
