Note that for all sets that the numbers in parens listed after the tier are the levels at which the gear can be equipped. Recipe levels will vary based on slot (so a tier 3 set of armor may have one piece you can craft at 20, another at 21, and so on). This guide has been updated to reflect the GU48 stat and progression changes.
Base Cloth Armor Set
This is the default cloth armor set, with imbued chest and legs starting in tier 2. Naming will be: (quality) tailored (setname) (slotname). Note that when resists are mentioned, the actual resist types will vary by slot.

The following sets were removed from the game during GU48, when the tranquil sets were fleshed out and stats upgraded. They are being kept here for reference for a short while.
Specialty Cloth Armor Set #1
This is an odd set, in that 1) it is (currently) the only specialized cloth armor set in tiers 2-5 that allows imbue of chest and legs, b) the tier 4 rare set has WIS instead of the STA available in the other tiers, and c) does not exist in tier 8.
