Chests in the EoF raid instance of Emerald Halls have a chance at dropping the rare primary components used to make these items. While the recipes also dropped in this instance, they are now available for purchase on the Far Seas Supply Division faction merchant in Mara. Recipes were charged, meaning that you can only make a certain number of the item before you would have to obtain a fresh copy of the book in order to make more - I have not had a chance to check and see if that was changed when they were moved to the merchant.
